The New PRS Database: What, When & Why

The private rented sector is entering a new era of regulation, and one of the biggest changes on the horizon is the introduction of the national Private Rented Sector (PRS) Database for landlords in England.

As part of the government's wider rental reform programme, the PRS Database is being introduced to create a central register of landlords and rental properties. While the system is not yet fully operational nationwide, its introduction is expected to become a key requirement for landlords in the coming years.

What Is the PRS Database?

The PRS Database is a new government-backed register that will require landlords to record details about themselves and the properties they let.

The aim is to create greater transparency across the private rented sector, helping tenants, local authorities and regulators access important information about rental properties while supporting higher standards throughout the industry.

As of mid-2026, the database is being rolled out in phases across England, with pilot schemes and testing taking place in selected areas before a full national launch.

Who Will Need to Register?

When the database becomes fully operational, registration is expected to be mandatory for all landlords letting residential property in England.

This will include registering both the landlord and each individual rental property within their portfolio.

While the full registration process is not yet available to everyone, now is an excellent time for landlords to prepare.

What Information Will Landlords Need?

To ensure a smooth registration process when the database opens nationally, landlords should begin gathering the relevant information and documentation.

Landlord Information

Landlords are likely to be required to provide:

  • Full legal name
  • Contact details
  • Proof of identity

Property Information

Details for each rental property are expected to include:

  • Full property address
  • Property type
  • Number of bedrooms
  • Occupancy and tenancy information

Compliance Documentation

Keeping compliance records up to date will be essential. Documents likely to be required include:

  • Energy Performance Certificate (EPC)
  • Gas Safety Record
  • Electrical Installation Condition Report (EICR)

Management and Redress Details

Landlords may also need to provide information about:

  • Any letting agent managing the property
  • Membership of the mandatory landlord redress scheme (Ombudsman)

What Happens If You Don't Register?

The proposed rules surrounding the PRS Database indicate that registration will be a legal requirement rather than an optional scheme.

Landlords who fail to comply could face substantial financial penalties. Current proposals allow for fines of up to £40,000 for serious, repeated or deliberate breaches.

In addition, landlords who are not properly registered may lose access to certain legal rights, including the ability to serve Section 8 possession notices in specific circumstances.

Can Landlords Get Involved Now?

The government is continuing to test and refine the system before wider implementation.

Landlords who fall into certain categories, including individual landlords, joint owners, organisations and overseas landlords, may be able to participate in testing or provide feedback on the developing service.
